While millions of federal dollars are spent each year on abstinence-only education, a new study contends that the programs are ineffective. A report released last week by the National Campaign to Prevent Teen and Unplanned Pregnancy showed no evidence exists that abstinence-only programs reduced the number of sexual partners among teenagers or that they postpone the initiation of sex.
